Joseph Winters patented his first fire ladder in 1878. On April 8, 1879, Winters received a patent for a new and improved version. The ladder was built on a wagon frame, so that it could be moved quickly and easily to the site of a fire. It was constructed of layers of crosspieces on hinges, which could be raised and lowered by a crank in a scissoring motion to the proper height.
